Proof of compliance with mandatory requirements<\/o_p><\/span><\/b><\/p>\n<\/div>\n

<\/span><\/p>\n

Compliance with the mandatory requirements is demonstrated by providing:<\/o_p><\/span><\/p>\n

<\/span><\/p>\n

1) proof of registration with the competent authority for the registration of business entities, with details of the bidder's authorised representatives;<\/o_p><\/span><\/p>\n

2) a certificate issued by the tax authority confirming that all tax and contribution obligations have been duly declared, calculated and paid up to 90 days prior to the date of the public tender opening, in accordance with the regulations of Montenegro, or the regulations of the country in which the tenderer is headquartered;<\/o_p><\/span><\/p>\n

3) a certificate from the competent authority issued on the basis of the criminal record, which must not be older than six months as of the date of the public opening of bids;<\/o_p><\/span><\/p>\n

A company, a legal entity, or a sole trader, must possess:<\/o_p><\/span><\/p>\n

-          <\/span><\/span>a licence for the design of structural projects for architectural or civil engineering structures and an employed engineer who holds a licence for the design of structural projects for architectural or civil engineering structures,<\/o_p><\/span><\/p>\n

-          <\/span><\/span>a licence for the execution of construction and building trades works on architectural or high-rise construction projects, and an employed engineer who holds a licence to supervise the execution of construction and building trades works on architectural or high-rise construction projects,<\/o_p><\/span><\/p>\n

-          <\/span><\/span>a licence for the design of high voltage electrical installations and an employed engineer who holds a licence for the design of high voltage electrical installations,<\/o_p><\/span><\/p>\n

-          <\/span><\/span>a licence for the execution of high voltage electrical installation works and an engineer employed who holds a licence for supervising the execution of high voltage electrical installation works.<\/o_p><\/span><\/p>\n

-          <\/span><\/span>Legal entities or entrepreneurs, in accordance with Articles 40, 41 and 43 of the Law on Occupational Safety and Health (\"Official Gazette of Montenegro\" No. 34\/14), must hold an authorisation for the performance of these tasks, issued by the Ministry of Labour and Social Care.\"<\/span><\/o_p><\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

8. Validity of the offer<\/o_p><\/span><\/b><\/p>\n<\/div>\n

The public opening of tenders, which may be attended by authorised representatives of the tenderers with an attached power of attorney signed by an authorised person, will be held on  <\/span>4th May 2017<\/span> <\/span>at 12:00, at the premises of the Montenegrin Electricity Transmission System at the address <\/span>18 St. Petar Cetinjski Boulevard, Podgorica.<\/o_p><\/span><\/p>\n

In accordance with Article 90, paragraph 2 of the Public Procurement Law, the Client has decided to shorten the deadline for the submission of tenders to 22 days from the date of publication of the tender documentation on the public procurement portal, due to the urgency of the project's implementation. The existing roof is leaking in several places, putting the entire building at risk. The functionality of the building and the suitability of its premises for occupation are also compromised. Due to the numerous problems with the existing roof, a further deterioration of the situation as a result of the weather can be expected in the near future. Therefore, it is essential to conduct a public procurement procedure as soon as possible to prevent further deterioration of the building and to allow for the remediation of the existing, very significant damage.<\/o_p><\/span><\/p>\n

Article 14 Deadline for making a decision on the selection of the most favourable offer <\/o_p><\/span><\/b><\/p>\n<\/div>\n

The decision on the selection of the most favourable offer will be made within 45 (forty-five) days from the date of the public opening of offers.<\/span><\/o_p><\/span><\/b><\/p>\n

\u00a8<\/span> a guarantee for the proper performance of the contract in the amount of <\/span>5% <\/span>of the value of the contract <\/span>with an expiry date<\/span> <\/span>30 (thirty) days longer than the agreed completion date.<\/o_p><\/span><\/p>\n
