{"id":7014,"date":"2025-09-29T07:15:10","date_gmt":"2025-09-29T07:15:10","guid":{"rendered":"https:\/\/cges.me\/vijest-i-dogadjaj\/jacanje-prenosne-infrastrukture-i-uskladivanje-regulative-sa-evropskom-kljucni-za-stabilnost-elektroenergetskog-sistema-2\/"},"modified":"2026-01-22T00:46:11","modified_gmt":"2026-01-22T00:46:11","slug":"jacanje-prenosne-infrastrukture-i-uskladivanje-regulative-sa-evropskom-kljucni-za-stabilnost-elektroenergetskog-sistema","status":"publish","type":"vijest-i-dogadjaj","link":"https:\/\/cges.me\/en\/vijest-i-dogadjaj\/jacanje-prenosne-infrastrukture-i-uskladivanje-regulative-sa-evropskom-kljucni-za-stabilnost-elektroenergetskog-sistema\/","title":{"rendered":"Strengthening Transmission Infrastructure and Aligning National Legislation with EU Regulations: Key to Power System Stability"},"content":{"rendered":"<p><\/p>\n\n\n\n<p><span>Enhancing transmission infrastructure, aligning with European regulations, and improving regional coordination are essential for ensuring the security, stability, and resilience of power systems in Montenegro and across the region.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>This was the central message from the panel discussion \u201cModern Challenges in Power System Operation: Ensuring Stability, Flexibility, and Resilience,\u201d held as part of the IX Conference <b>of the Montenegrin Committee of the International Council on Large Electric Systems (CG KO CIGRE).<\/b><o_p><\/o_p><\/span><\/p>\n\n\n\n<p><b><span>Ranko Red\u017ei\u0107, Director of the National Dispatching Centre at Crnogorski elektroprenosni sistem (CGES),<\/span><\/b><span> emphasized that<b> <\/b>to hold<b> <\/b>in the region countries and all transmission system operators should accelerate the adoption of EU regulations and enhance system coordination to prevent disturbances like those experienced in the past.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cSuch disturbances can never be completely avoided, but the risks can be significantly reduced through proactive cooperation,\u201d Red\u017ei\u0107 explained.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>He added that the green transition requires a significantly stronger and more modern power grid.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span> \u201cInfrastructure development and reinforcement are prerequisites for integrating renewable energy sources and ensuring supply security\u2014both in the region and across Europe\u201d Red\u017ei\u0107 said.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>Speaking about CGES\u2019s current projects, he highlighted two major regional projects nearing completion this year: The 150 km transmission line Lastva-Pljevlja, and the installation of a 250 MW shunt reactor at the Lastva substation, which will help regulate and reduce high voltage levels in the system.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>He also announced new investments: Strengthening the 220 kV grid from the direction of Bosnia to Albania, a new interconnection with Serbia via the Pljevlja\u2013Bajina Ba\u0161ta line and a connection with Bosnia and Herzegovina through the Brezna\u2013Sarajevo project, including the construction of the Brezna substation.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cThese projects will enable the integration of a large number of new energy sources\u2014not only renewables, but potentially also new conventional plants, such as hydro or gas,\u201d he noted.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>Red\u017ei\u0107 also highlighted the company's focus on cybersecurity:<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cWe are in the process of procuring a new SCADA system, which will be protected with the highest level of security currently available,\u201d he stated.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>He further stressed the importance of regular maintenance of transmission corridors to reduce the risk of fires and other incidents:<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cThis isn\u2019t just a task for CGES\u2014it\u2019s a matter of national importance. However, it is our responsibility to ensure regular maintenance and prevent incidents that could endanger the system,\u201d Red\u017ei\u0107 concluded.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><b><span>Head of the Data Quality and Analytics Department at the Security Coordination Centre (SCC d.o.o.) from Belgrade, Milo\u0161 \u0110ur\u0111evi\u0107<\/span><\/b><span> explained that SCC coordinates the operation of transmission system operators across different timeframes\u2014from one year ahead down to intraday planning, approximately eight hours before real-time operations.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cCoordinated capacity calculation was one of the key topics of this panel. Unfortunately, our region still lacks an adequate system for this, and it\u2019s clear that improvements are necessary,\u201d \u0110ur\u0111evi\u0107 said.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>With regard to regulatory frameworks, \u0110ur\u0111evi\u0107 emphasized the importance of harmonization:<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cThe regulatory framework is largely transposed from EU legislation. It is up to national regulators to adopt it with minimal modifications to suit local systems. Our company stands ready to support transmission system operators in implementation and execution,\u201d he stated.<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>He also noted that regional cooperation has been ongoing and steadily improving for over a decade:<o_p><\/o_p><\/span><\/p>\n\n\n\n<p><span>\u201cCoordination has been functioning at a high level for over ten years, with continuous progress. I don\u2019t see obstacles\u2014only opportunities for further improvement, especially as transmission system operators face new challenges. These requirements are also passed on to regional security coordinators, and so far, they have all been successfully implemented.
