The Chairman of the Board of Directors of Crnogorski elektroprenosni sistem, Aleksandar Mijuskovi\u0107, participated in the panel discussion titled \u201cFlexible Connection Agreements\u201d at the Balkan Solar Summit 2026.

The panel dedicated to this topic was one of the most significant segments of the event, attracting considerable attention from participants. Through his expert remarks, the Chairman of the Board of Directors, Aleksandar Mijukovic made a valuable contribution to the quality of the discussion and the exchange of relevant experience.

In the first part of the discussion, Mr. Miju\u0161kovi\u0107 emphasized that amendments to the legislative framework over the past several years had enabled a simplified procedure for connecting renewable energy sources to the transmission system. He stated that dozens of urban-technical conditions (UTCs) have been issued so far for large power plants with a total installed capacity of approximately 7 GW, all under a special procedure including no prior spatial planning prerequisites. These are predominantly solar power plants in the areas of Cetinje and Nik\u0161i\u0107.<\/p>\n\n\n\n

However, the most recent amendments to the Spatial Planning Law no longer recognize the category of obtaining UTCs through an accelerated procedure, meaning that this option is no longer available.<\/p>\n\n\n\n

The discussion also addressed connection procedures on a \u201cfirst come \u2013 first served\u201d basis defined by the Energy Law and the Grid Code.
\u201cI believe that there is no need to further accelerate the procedure, as the pace of grid development\u2014 which is always slower than the construction of renewable generation facilities \u2014 necessitates the application of the flexible connection concept. For CGES, a major challenge is the enormous number of connection applications that need processing in the upcoming period. Each new investor faces more demanding connection conditions due to the numerous unrealistic projects ahead of them. In this regard, it is planned to work jointly with the Ministry of Energy on a new \u2018first ready \u2013 first served\u2019 model,\u201d Mr. Miju\u0161kovi\u0107 explained in the second part of the discussion.<\/p>\n\n\n\n
