Project description: | This project is named 'Action' and represents the second part of a larger project whose full name is 'Trans-Balkan Power Transmission Corridor (I) – Montenegro Section'. The first part is financed by loans from KfW and the EBRD, as well as by CGES's own funds. The objectives of the Action are: 1. Increasing the capacity of Montenegro's electricity transmission system and its transmission capacities to neighbouring countries 2. Improving the efficiency and reliability of the region's transmission systems 3. Increasing the safety and quality of the power supply. The project is financed by WBIF grants (EU funds) and involves investments alongside the provision of adequate technical assistance. The Client will use part of the available funds to pay for the goods to be procured and the works to be carried out under Lot (1) of the project. Lot (1) consists of two components: 1. Component 1: Replacement of high-voltage equipment in multiple high-voltage substations. 2. Component 2: Reconstruction of protection relays and field control devices/systems, auxiliary systems, and integration of local and remote SCADA in several high-voltage substations. |
Required services: | The goods to be procured and the works to be carried out under this Lot include, but are not limited to, the following: preparation of factory drawings, the main project (in accordance with Montenegrin law), dismantling of existing equipment and its temporary storage (deposit) demolition and civil engineering works, manufacturing and procurement of materials and equipment, factory testing, packing, any costs of delivery, transport, unloading and on-site storage, insurance and delivery of the plant and equipment, installation, assembly and commissioning of the equipment, temporary facilities and accommodation, on-site testing and commissioning, procurement of spare parts and special equipment and tools, procurement of operating and maintenance manuals, training of the Client's personnel, overall project management, preparation of the as-built/maintenance project (in accordance with Montenegrin law), obligations during the warranty period for reporting defects, and everything necessary for the complete equipping of the plant in the substation and full operational readiness upon expiry of the warranty period. |
Criteria for pre-qualification: | The prequalification process for potential contractors/bidders will be conducted using a pre-established qualification system. The Client reserves the right to reject any or all responses to the prequalification questionnaire and to waive immaterial irregularities in any response received. All information submitted for prequalification evaluation will be considered officially confidential, and the Client will respect its confidentiality in accordance with the law. The prequalification documentation can be obtained free of charge in electronic form (PDF format) upon submission of a written request to the Montenegrin Transmission System Operator AD. In addition, a covering letter indicating the applicant's name and country of origin must be submitted with the request for the prequalification documentation. The procurement and submission procedure, the pre-qualification evaluation procedure and the subsequent qualification selection must be acceptable in line with the 'Guidelines for Procurement of Goods, Works and Associated Services in Financial Cooperation with Partner Countries', available on the KfW website.
