Project activities:

The project entitled, "Montenegrin Coast: Development of the Luštica Area", represents the second component of the "Regional Programme for Energy Efficiency in the Transmission Sector" and includes the following activities:

(a) Preparatory:

Preparation of a detailed Environmental and Social Impact Assessment (ESIA) and related studies, including a Stakeholder Engagement Plan, and the development of an Environmental and Social Management and Monitoring Plan (ESMMP) and, where necessary, a Resettlement/Land Acquisition Policy Framework (or a Resettlement Action Plan – RAP) for the underground double cable route from the Tivat substation to the new Radovići substation.

(b) Construction of a new 110/35 kV substation in Radovići, which includes the procurement of 5 gas-insulated switchgear (GIS) bays, a protection and control cabinet, two 110/35 kV 40 MVA power transformers, and 35 kV metal-enclosed switchgear.[1], a local SCADA system for the 110 kV facility and an auxiliary power system. The project also includes the expansion of the Tivat (AIS) 110/35 kV substation with two 110 kV cable feeders and the expansion of the 110 kV busbars to connect these feeders.

The scope of work also includes all associated civil engineering works, such as site levelling, control buildings, and earthing works for the substation, transformer foundations, oil pits, drainage, cable ducts, foundation and equipment supports in the external part of the 110/35 kV substation, access roads, fencing, etc.

(c) Laying approximately 13.5 km of underground twin cable from the Tivat substation to the new Radovići substation, which includes the procurement of 110 kV cable with integrated optical fibres for monitoring (of a length of approximately 27 km or 81 km) with cable joints, terminations and equipment for the transposition of the power cable, earthing and optical communication cable for links between the communication/protective equipment in substations.

The associated construction works include the excavation and backfilling of trenches for the installation of two 110 kV cable systems over a length of approximately 13.5 km, the supply and installation of protective earthing and protective concrete slabs, the construction of cable chambers for the joints, the restoration of damaged existing surfaces, etc.

Consultancy services for Component II mainly include the following main activities:

's missing preparation of an assessment(s) of the impact on society and the environment (and optionally, geotechnical investigations);

's missing providing support in the procurement process (drafting the conceptual design, preparing tender documentation, evaluating bids, awarding the contract, preparing contractual documentation and providing support in contract negotiations);

's missing supervision of all works to be carried out (review of the main project in accordance with Montenegrin laws, monitoring the implementation/supervision of works in accordance with the contract and Montenegrin laws, including checking and signing contractor invoices/issuing payment certificates);

's missing Reporting by CGES and KfW.

Required consultancy services:

The consultant's task is to provide the Project Executing Agency (PEA) with expert engineering, design, and project management services in order to ensure the handover of the project. The consultancy services for Component II are divided into three (3) distinct phases. Phase A covers the preparation of the Environmental and Social Impact Assessment (ESIA), Phase B covers the preparation of the conceptual design and provides support for the procurement of equipment and services, while Phase C covers supervision of the detailed design, construction and contract implementation, as well as supervision of the commissioning of the constructed facilities.

The Consultant will act as the FIDIC Engineer (in accordance with the Yellow Book).

The estimated duration of the consultant's task for the preparation and implementation of the three aforementioned phases from A to C is a total of 30 months, taking into account the parallel activities on phases A and B. Phase A (ESIA) takes around 4 months, while phase B should be completed within 6 months to meet the schedule for completion by the end of 2018.

Prequalification for consultancy services will be conducted in accordance with the latest version of the 'Guidelines for the Engagement of Consultants in Financial Cooperation Projects' (see the KfW development bank website). www.kfw-entwicklungsbank.deIt is envisaged that the services will be awarded to an independent consulting firm with proven experience in the design and construction supervision of similar projects in Montenegro and Southeast Europe. The minimum annual turnover of the lead consultant must exceed 5 million euros for the last 3 years.
