In accordance with EU Regulation 2017/2195, from 1 June 2021. From 1 June 2021, within the 'Continental Europe' synchronous area, the new ENTSO-E methodology for the settlement of unwanted deviations (Financial Settlement ∆f, ACE, RP – FSkar) has been implemented, replacing the previous compensation programme settlement mechanism.
Although ENTSO-e approves the exemption and derogation procedure which entails the right for a non-EU party not to apply a specific standard obligation arising from the Synchronous Area Framework Agreement (SAFA), for a limited period of time, taking into account that all synchronously connected transmission system operators participate in the mechanism for compensation of unwanted deviations, the application of the FSkar methodology is mandatory for all transmission system operators that are members of the "Continental Europe" synchronous area.
Through preparatory activities, CGES has created all the necessary prerequisites for the implementation of the financial settlement process for unwanted deviations.
The application of the FSkar methodology will affect the entire process of quantifying deviations of balance-responsible entities, the calculation of the deviation price, costs, and the revenue of the transmission system operator during the balancing of the transmission system, as well as the financial settlement and financial clearing.
