This project is the second part of a larger project with the full title 'Trans-Balkan Power Transmission Corridor (I) – Section in Montenegro'. The first part is financed by loans from KfW and the EBRD, as well as by CGES's own funds. Meanwhile, for the second part, the Montenegrin Transmission System Operator – CGES has secured WBIF CF 1015 MNE ENE: Investment Grant for the Upgrade of the MNE–SER–BIH Energy Interconnector to 400 kV (WBIF grant). The Client used a portion of these available funds to pay for the works carried out under Lot 1 of the project. Lot 1 consisted of two components:

Component 1: Replacement of high-voltage equipment in several high-voltage substations;

Component 2: Reconstruction of the device/system for controlling protective relays and fields, auxiliary systems, and the integration of several high-voltage substations into the local and remote SCADA system.

which were successfully realised in March 2023. The Client will use part of the remaining grant funds to pay for the works to be carried out under Lot 2, which is the subject of this project and the current procurement procedure. Lot 2 consists of the extension of the 400 kV substation in SS Pljevlja 2, which includes:

Complete installation works (structural and electrical) for the construction of a new 400 kV DV +C0 field, and

Complete installation works (civil and electrical) for the construction of the new 400 kV DV +C4 field.

The client is now inviting qualified applicants for the reconstruction and modernisation/expansion of SS Pljevlja 2, as stated above, to submit sealed bids. The Client intends to pre-qualify firms and joint ventures for the invitation to submit bids for the contract under Lot 2, which will be financed from part of the grant proceeds.

The goods to be procured and the works to be carried out in accordance with this lot include, but are not limited to, the following: preparation of manufacturer's drawings, the main project (in accordance with Montenegrin law), dismantling of existing equipment and its temporary storage (disposal), demolition and construction works, production and procurement of materials and equipment, assembly, packaging, any costs for delivery, transport, unloading and storage to the construction site, insurance and delivery of plant and equipment, assembly, erection and installation of equipment, temporary structures and on-site accommodation, on-site testing and commissioning, procurement of spare parts and special equipment and tools, procurement of operating and maintenance manuals, training of the Client's personnel, overall project management, preparation of the maintenance/as-built project (in accordance with Montenegrin law), obligations during the warranty period (Defects Notification Period), and everything necessary to ensure the substation facilities are left complete and in full working order upon the expiry of the warranty period.

Prequalification and tendering for the contract are open to firms or joint ventures from all over the world, as the contrary would be in conflict with KfW's procurement policy and rules as set out in the Procurement Guidelines – Procurement Guidelines for consulting services, works, plants, goods and non-consulting services in financial cooperation with partner countries. The execution of the works and the contract documentation itself will be framed by the standard contract conditions: The Conditions of the Contract for Plant and Design-Build (Yellow Book), as published by the International Federation of Engineering Consultants (FIDIC), using the specific KfW Special Conditions in the FIDIC Yellow Book.

For the purpose of prequalification, applicants must demonstrate that they essentially meet the following minimum requirements set out in the prequalification documents.

The number of pre-qualified firms is limited to five (5). If the number of applicants is greater than five (5), selection will be based on the results of the evaluation, with up to five pre-qualified firms being invited to submit their bids.

Only firms and joint ventures that are pre-qualified under this procedure will be invited to the tender. The pre-qualification documents can be obtained free of charge in PDF format by submitting a written request to the Implementation Consultant at the address below:

A cover letter must accompany this request, clearly stating the company's name and country of residence. The request must be sent exclusively by email. We accept no responsibility for loss or delayed delivery. Documents will be sent by email.

The procurement and submission procedure, the pre-qualification evaluation procedure and the subsequent selection procedure will have to be acceptable in accordance with the 'Guidelines for Procurement of Consulting Services, Works, facilities, goods and non-consulting services in financial cooperation with partner countries", available on the KfW website.[1].

Prequalification applications must be duly completed and submitted to the above-mentioned address on or before 12 August 2024 at 12:00 noon (local time). Prequalification applications shall be submitted via the Client's registry, where the time and date of submission will be officially recorded. Late submissions will be rejected and returned unopened. In the event of any discrepancy between the original and the copies, the information contained in the original will take precedence.

The applicant must submit the original, two printed and two digital copies of the prequalification application. The original, printed and digital copies (the digital copy includes all documents, including scanned originals of signed letters and statements) of the application documents are to be delivered to the above-mentioned address.

No responsibility can be accepted for any costs or expenses incurred by applicants in connection with the preparation or submission of their applications. Receipt of the original is the determining factor for timely submission.
