On 27 April in Vienna, representatives of the five Western Balkan countries signed a 'Memorandum of Understanding on Market Development and the Establishment of Future Cooperation'. The document was signed as part of the implementation of commitments made within the 'Berlin Process' and represents a major step forward in the formation of an organised electricity market in the region. The signatories are the competent ministries, regulatory bodies and transmission operators of Bosnia and Herzegovina, Montenegro, Serbia, Albania and Macedonia.

On behalf of Montenegro, the document was signed by authorised representatives of the Ministry of Economy, the Energy Regulatory Agency, the Montenegrin Electricity Market Operator and the Montenegrin Transmission System Operator.
