Proof of meeting the professional, technical and personnel qualifications in the public procurement procedure for goods is provided by submitting:

a list of the main deliveries carried out in the last two years, with values, dates and recipients, together with certificates of deliveries issued by the buyer or, if the certificates cannot be provided, for reasons not attributable to the bidder, only a declaration by the bidder regarding the deliveries made, stating the reasons why they are unable to provide the certificates;

As the subject of the procurement includes the services of dismantling existing and installing new cabinets, proof of the necessary professional, technical and personnel qualifications in this public procurement procedure is also provided by submitting:

statements on the educational and professional qualifications of the provider, and in particular the qualifications of the persons responsible for providing the specific services;

The validity period of the tender is 90 days from the date of the public opening of tenders.

The bidder is obliged to provide an unconditional, first-demand tender guarantee in the amount of 2% of the estimated value of the public procurement, as a guarantee of their commitment to the tender during the validity period of the tender and for 5 days after its expiry.

The public opening of tenders, which may be attended by authorised representatives of the tenderers with an attached power of attorney signed by an authorised person, will be held on 20.04.2016at 12:00 noon at the premises of the Montenegrin Transmission System AD Podgorica at 18 Bulevar Svetog Petra Cetinjskog, Podgorica.

The Client has set a 22-day period for the submission of bids because, due to the ageing of the equipment in the AC and DC distribution, there has recently been a frequent occurrence of disturbances in the said distribution systems, which cause less reliable operation of the secondary equipment, resulting in  jeopardising the orderly power supply to consumers fed from the 110/10kV Podgorica 3 TS and TS 110/10kV Podgorica 4, a which represents a significant portion of the consumption of the city of Podgorica. In order to prevent potential problems and the inability to supply consumers with a proper supply, the replacement of the AC and DC distribution cabinets is being urgently undertaken.

The decision on the selection of the most favourable offer will be made within 90 days from the date of the public opening of bids.

Payment terms are: 30 days upon completion of the quantitative and qualitative acceptance of the equipment.

The method of payment is by bank transfer, to the Supplier's account.

Guarantee period: minimum 12 months from from the date of completion of the work.

Execution of works: in phases.
